The NFL wants to provide pre-game and halftime locker room footage for fans in attendance at games this season.  The league announced it will require all teams to install cameras in locker rooms this year.  It's an effort to give fans at the stadium something they can't get watching at home on television.  Individual clubs will have the option to use the footage on stadium video boards or team smartphone apps.  The use of audio will also be at the discretion of the teams.
