A new year means lawmakers are preparing to return to the state Capitol and Gov.  Jerry Brown is working on his state budget plan.  

The governor will present his spending plan no later than Jan. 10.  

His financial spokesperson says Brown may support some spending increases, but says the overall budget will be a cautious one that will also emphasize paying down the state's debt and building reserves. 

Assembly Democrats would like to build an $8 billion reserve by 2017.
