State government regulators say they are doing what they can to make sure people are not tapping into our water supply system without having the right to do so.

James Kassel is Deputy Director of the Division of Water Rights at the State Water Resources Control Board.

"The state's pretty big, and we don't have the resources to identify, to have people in the field and identify, every diversion from a creek," Kassel said. 

People and businesses with actual water rights are required to regularly report their water use to the state but many of them do not do so.  

The state does not have any way of knowing if their accounts which are self-reported are accurate.
